Hello LWV Deschutes League Members,
We are asking you to pay close attention to an important item on the July 15 Deschutes County Commission meeting agenda that could significantly change how our County Commissioners are elected.
As many of you know, voters approved expanding the Commission to five commissioner positions. The District Management Advisory Committee (DMAC) was asked to develop a plan based on at-large elections, allowing every voter in Deschutes County to vote for every commissioner position.
The proposal now before the Commission would instead:
  • Create five geographic commissioner districts.
  • Change elections from countywide (at-large) voting to district-based voting.
  • Require commissioners to live within the district they represent for at least one year.
As outlined in the attached SEL 805, this change could affect commissioners elected under the at-large system if they do not reside in the district they would be assigned to represent.

The League strongly opposes placing this measure on the ballot.
The current Board of County Commissioners has the authority to place this proposal before voters. Before that decision is made, however, you have an opportunity to be heard.
We encourage every member, who is able, to attend the July 15 meeting and provide public comment. Public comment will be available at the beginning of the meeting. Your participation demonstrates that citizens are paying attention and care about preserving the election system that voters understood they were approving.
If you attend, consider respectfully asking questions such as:
  • Why is this change being proposed after voters approved a different framework?
  • Why is the Commission considering changing from at-large elections to district-based elections?
  • How does this proposal reflect the intent of the voters and the work completed by the DMAC?
Your voice matters. Public participation is an essential part of representative government, and this meeting is an opportunity to ensure your perspective is heard before any decision is made.
Please review the attached SEL 805 before the meeting; and if you are able, join us on July 15 and speak during public comment which is first on the agenda.
