Filibustered, How to Fix a Broken Senate and Save America

In addition to being a history of the Senate and its Code of conduct, the book offers specific suggestions for reforming Senate procedures and improving its performance. For example:
"In the modern world, with the volume of issues the government must address, we need to empower the Senate to use its floor time more efficiently. We should start by ending the need for cloture motions on nominations. Since the nuclear changes of 2013 and 2017, cloture on nominations is invoked by simple majority vote, but it still requires two days before the Senate can vote on the cloture motion. The Senate should replace the system with a time limit on debate for each nomination. Imagine for example a one-hour debate on a nominee for an advisory board, two hours for regulators, district court judges...etc. "
"The Senate could reduce the waste of floor time by speeding up the cloture process on bills, voting on a cloture motion as soon as it is made, rather than waiting two days."
These rules seem designed to hamstring the Senate. Merkley calls the ability of one Senator to stop action on any bill the "no-effort filibuster." If most voters knew about that I think they would rebel.
